Terms and Conditions

Citi One Bill Terms and Conditions:

Auto-Debit Utility Payment Facility. The Auto-Debit Utility Payment Facility is a facility wherein the Cardholder authorizes the Bank to auto-debit the Cardholder's Credit Card for a certain amount for the purpose of making recurring payments to the utility company, insurance company, and/or donee institution on a periodic basis. The Cardholder may register to this facility with the Bank or with the utility company, insurance company, and/or donee institution in relation to payments due to the utility company, insurance company, and/or donee institution.

Enrollment or registration to this facility for corporate or sole proprietorship or non-personal or business-related utility bills/insurance premiums/donations is not allowed except upon the Bank's sole discretion. The Bank has the absolute discretion, without giving any reason or notice, to reject any request for enrollment in the Auto-Debit Utility Payment Facility or where already enrolled or registered, to unilaterally cancel any such enrollment or registration.

The Cardholder authorizes the Bank to automatically charge ("Auto-Debit") the total amount appearing in the Cardholder's periodic utility bills and/or insurance premium bills and/or the Cardholder's donations (hereinafter referred to as "Bills") to his Card account and pay the corresponding amount to the utility company, insurance company, and/or donee institution. During the effectivity of the Auto-Debit authorization, the Cardholder undertakes that only the Bank shall pay the Cardholder's enrolled Bills and the Cardholder shall not, directly or through an agent, make any payment thereof to the utility company / insurance company/ donee institution except in the event that the Bank rejects any Auto-Debit authorization and/or cancels any and all enrollments in Citibank One Bill. In the latter case, the Cardholder shall then pay the utility company/ insurance company/ donee institution directly.

The Cardholder's available credit line must be able to accommodate the utility bills/insurance premiums/donations charged to the Card. The hierarchy of payment for the bills/insurance premiums/donations will be based on the date of submission of charges by the utility companies/insurance companies/donee institutions to the Bank. Should the available credit line be insufficient, the Bank may refuse to pay any utility bills/insurance premiums/donations through this payment facility, or the Bank, or utility companies/insurance companies/donee institutions may cancel the enrolment.

The Bank, may, without need of notice to the Cardholder, process late payments of the Bills arising from late payment instructions, late delivery of utility statements of account/premium bills or computer error. The Bank may impose such fees and charges on the Card for services rendered under the Auto- Debit Utility Payment Facility.

The Bank reserves the right to reject or to cancel any Auto-Debit authorization enrolled in the Auto-Debit Utility Payment Facility if the Card account is upgraded, lost, blocked, suspended, is considered delinquent, or if the Cardholder is in default under any of his obligations on one or more Cards or any of his credit facilities or is in breach of any terms and conditions governing the use of the Cards, or for any other cause for which the Bank deems it necessary to reject or cancel the Auto-Debit authorization, or as instructed by utility company/insurance company/donee institution without the need of notice to the Cardholder. The Cardholder holds the Bank free and harmless from any liability arising from the exercise of the Bank of such right. The Bank shall not be held responsible for any penalty, inconvenience, delay, damage, liability, loss or other consequences arising from such late payments or rejection/cancellation, including, but not limited to, disconnection or interruption of utility service, termination of insurance policy or denial of insurance claims.

The Cardholder's Bills' payments are facilitated through the following methods once the Cardholder enrolls in the Auto-Debit Utility Payment Facility:

  1. Citibank One Bill. The Cardholder shall enroll in Citibank One Bill by either calling CitiPhone, through a written request sent to and duly received by the Bank, through any authorized telesales service provider by phone or application form, or through Citibank Online, before the Cardholder may be allowed to settle his periodic Bills through the Card.

The Bank reserves the right to transfer to another Citibank card any Auto-Debit authorization enrolled in Citibank One Bill if the Card is upgraded, lost, blocked or suspended.

The Bank shall inform the Cardholder in case the collection agreement between the Bank and the utility company, insurance company, and/or donee institution is terminated.

The Cardholder shall, prior to canceling his enrollment in Citibank One Bill, give written notice of such cancellation to the Bank and the utility company, insurance company, and/or donee institution.

Should the available credit line be insufficient, the Bank may refuse to pay any utility bills/insurance premiums/donations through this payment facility, or the Bank may cancel the enrolment. The Bank will inform the Cardholder thereof through written notice, including via email or SMS.

Subject to the Bank's discretion, the Cardholder may request to re-enroll cancelled or rejected enrolments in Citibank One Bill before he may again be allowed to settle his Bills through the Card.

Citibank One Bill transactions shall earn Rewards Points, PremierMiles and/or CEB Points subject to the following transaction limits:

    1. For enrolled electric utilities, water utilities and PLDT accounts, the transaction cap is P20,000.00 per transaction. A transaction that exceeds said amount shall only earn Rewards Points, PremierMiles and/or CEB Points on the first P20,000.00 of the purchase/transaction amount.
    2. For other enrolled accounts, the transaction cap is P100,000.00 per transaction. A transaction that exceeds said amount shall only earn Rewards Points, PremierMiles and/or CEB Points on the first P100,000.00 of the purchase/transaction amount.

For other Citibank card types, the rebates or movie passes, as applicable, earned on the Citibank One Bill transactions will be subject to the terms and conditions of the respective Card product's privilege, benefit or rewards program for the earning and capping of rebates (for the Citibank Cash Back Card, Mercury Citibank Card, Rustan's Citibank Card, and Shell Citibank Card) or for the earning of movie passes (for the Citibank Rewards Card and the Megaworld Citibank Card).

  2. Auto-Debit Arrangement Enrolled or Registered with the Utility Company, Insurance Company, and/or Donee Institution. The Cardholder shall enroll in this type of Auto-Debit arrangement by coordinating with or contacting the utility company, insurance company or donee institution before the Cardholder may be allowed to settle his periodic Bills through the Card.

In the event that the Cardholder obtains a replacement Card for any reason, wishes to cancel the Auto-Debit arrangement, or decides to make any other change to the Auto-debit arrangement or enrollment with the utility company, insurance company, and/or donee institution, it is the responsibility of the Cardholder to inform the utility company, insurance company, and/or donee institution of any changes to be applied on the account in order for the utility company, insurance company, and/or donee institution to successfully effect the instruction.

The Cardholder shall remain fully responsible for complying with all terms and conditions existing between the Bank or the utility company, insurance company, and/or donee institution and the Cardholder in the relevant underlying contract/s with the Cardholder, and his/her obligations set out in such contract/s will continue to be binding between the Cardholder and the Bank or utility company, insurance company, and/or donee institution.
